Using polymer simulations, we demonstrate how the competition between intra-domain interactions, loop extrusion, and polymer relaxation decide the 3D organization and dynamic properties of chromatin. Based on our findings, we argue that measuring both the static structure and dynamics under the same conditions can be crucial to interpreting the organization of chromatin and gene regulation function unambiguously.
