of the Institute)
Sundays and other closed holidays declared by the Institute. There is no vacation period for the Institute as is normally the case for Educational Institutions.
1.4 Leave cannot be claimed as a matter of right. When the exigencies
of the Institute so require, discretion to refuse or revoke leave of any
kind is reserved with the authority empowered to grant of leave.
1.5 No leave, of any kind, can be granted for a continuous period of five
years except with the sanction of the Executive Council
or removed from the services of the Institute, ceases from the date of
such dismissal or removal.
2. Authority empowered to grant Leave :
Applications for leave shall be addressed to the Chairman of the Board of Governors of the Institute by the Director and to the Director by other members of the staff. Leave including Special Casual Leave may be sanctioned by the Director or by a member of the staff to whom the power has been delegated by the Director. The Chairman of the Executive Council may sanction leave to the Director, but the Director can avail himself of casual leave on his own authority.
3. Commutation of one kind of leave into another kind
which was due and admissible to a member at the time leave was
sanctioned, but he cannot claim such commutation as a matter of right.

leave salary and allowances paid, or amounts overdrawn recovered, as
the case may be.
4. Rejoining of duty on return from leave on medical grounds
A member of the staff who has been granted leave on medical grounds shall be required to produce a medical certificate of fitness before resuming duty.
5. Rejoining of duty before the expiry of leave
Except with the permission of the authority which granted leave, no member of the staff on leave may return to duty before the expiry of the period of leave granted to him.
6. Casual Leave
Casual leave admissible to the staff members shall be 8 days in a calendar year subject to the condition that not more than 5 days may be allowed at any one time. The Director or any member of the staff to whom the power has been delegated by the Director may waive this condition in exceptional circumstances. Sundays and Institute holidays which are prefixed or suffixed or intervene in a period of casual leave will not be treated as part of casual leave.
Members joining during the middle of a year may avail casual leave proportionately or the full period at the discretion of the competent authority.
Casual leave cannot be combined with leave of any other description.
7. Special Casual Leave
1. Special casual leave may be granted to members of the staff by the
Director, or by a member of the staff to whom the power has been
Delegated by the Director, for the following reasons :
(i) Male staff members undergoing sterilization operation
(Vasectomy) under the “Family Planning Scheme” may be given
Special casual leave for period not exceeding six working days,
which can be combined with ordinary casual leave.
(ii) Female staff members undergoing Tubectomy or Salpingectomy
operation under “Family Planning Scheme” may be given special
casual leave for not exceeding 14 days.
(iii) Inability to come to work due to civil disturbances, curfew or
strikes can be combined with ordinary casual leave.
8. Earned Leave
The leave account of every employee shall be credited with earned leave, in advance, in two instalments of 15 days each on the first day of January and July of every calendar year. The maximum earned leave that can be at the credit of an employee would not exceed 300 days. In the case of newly appointed employee, earned leave shall be credited at the rate of 2 ½ days for each completed calendar month which he is likely to render in a half year of the calendar year in which he is appointed. In case of an employee who is due to retire or who resigns from the service, the credit of earned leave at the rate of 2 ½ days per completed calendar month upto the date of retirement or resignation would be given to him. In case of dismissal, removal or death of an employee, credit of earned leave would be given at the rate of 2 ½ days per completed calendar month upto the end of the calendar month preceding calendar month in which he is dismissed, removed or in which he dies. If any employee has availed of extraordinary leave or some period of his absence has been treated as unauthorized, the credit to be afforded to his leave account at the commencement of the next half year shall be reduced by 1/10th of the period of such leave and / or unauthorized absence. While affording credit of leave, fractions of a day shall be rounded off to the nearest day.
9. Half Pay Leave
(a) The half pay leave account of each staff member shall be credited
with half pay leave in advance, in two instalments of 10 days each
on the first day of January and July of every calendar year.
(b) The leave shall be credited to the said leave account at the rate of
5/3 days for each completed calendar month of service which he is
likely to render in the half year of the calendar year in which he is
appointed.
© The credit for the half year in which a staff member is due to retire
or resigns from service shall be allowed at the rate of 5/3 days per
completed calendar month upto the date of retirement or resignation.
(d) When a staff member is removed or dismissed from service or dies
while in service, credit of half pay leave shall be allowed at the rate
of 5/3 days per completed calendar month preceding the calendar
month in which he is removed or dismissed from service or dies while
in service.
10. Commuted Leave
10.1 Commuted Leave not exceeding half the amount of half pay leave due may be granted on Medical Certificate to a member subject to the following conditions :

10.2 Half Pay Leave upto a maximum of 180 days may be allowed to be commuted during the entire service, without the production of Medical Certificate, where such leave is utilised for an approved course of study certified to be in the interest of the Institute by the leave sanctioning authority.

13. Maternity Leave

15. Leave to Female Staff Member on adoption of a child

17. Miscellaneous
All the provisions/instructions contained in CCS Leave Rules 1972, which are not contrary to any of these rules, and which cover matters not specifically covered by these rules, shall be applicable.
18. Interpretation of Rules
In case of any doubts or clarifications arising out of the proper interpretation of these rules, the decision of the Executive Council shall be final in all cases.
1. Government Assignments
Members of the Institute may sometimes be assigned work by the Government. The period of absence of a member from the Institute for such a purpose will be treated as on duty.
2. Examinership
Members of the Academic staff may, if invited to do so and with the prior approval of the Director or a member of the staff authorised by him, accept examiner-ship for Post Graduate Degrees.
3. Short term assignments
Participation by the members of the Academic Staff in Scientific/Academic meetings such as Seminars, Symposia, Workshops, Summer Schools and short term visits to other institutions both inside and outside the country may be permitted by the Director.
4. Long term assignments
Substituted by Sabbatical Leave, guidelines of which are notified separately.
5. Period of Deputation
The Institute does not normally encourage the appointment of staff on deputation / lien from other institutions. In case if a member of the staff is appointed to the Institute and if he happens to be on deputation from another institutions, the period of deputation will be normally for a period of two years. Extensions beyond two year period if required will be considered on the merit of the case and may be accepted for further period of maximum one year. After which he should either revert to the parent institution or should resign there-from and be a permanent staff of the Institute.
